Logan's government and education leaders are planning to put
pressure on the Cache County Council to implement a mandatory
emissions testing program.
On Tuesday, several members of the Logan Municipal Council and the
Logan City School District Board of Education expressed support for
approving a resolution requesting the county to adopt such a
program.
"I think that it's pretty evident that we need to have emissions
testing, and ... there's clear science that when we have a holiday
or a Sunday that the PM 2.5 levels drop drastically," Logan City
Councilwoman Laraine Swenson said on Wednesday.
Marshal Garrett, superintendent of the Logan City School District,
said the school board will have a resolution supporting emissions
testing before it on Dec. 13.
"I think that would be something that all five (members) will be
able to support," said Garrett, noting administration will be
encouraging the board to back it.
"Our position is for the health of our kids, and the cleaner air
that we can have for our students, we believe that makes ... them
more healthy, which allows them to be able to learn at a higher
level," said Garrett.

Swenson noted that the Logan Municipal Council passed a similar
resolution in 2004 urging the county to implement "mandatory
emissions testing for all on-road motorized vehicles in Cache
County."
"If the city could have done it, it would have been done years ago.
But it can only be done on a countywide basis," Swenson said.
"People keep coming to us and saying, ‘Why don't you do something?'
Well there is absolutely nothing that we can do other than send a
resolution, and we have done that. And we'll do it again."
